Project Purpose
The purpose of this overarching effort is to:
- Conserve water for the benefit of the natural resources
- Protect wetlands and wildlife within the irrigation project
- Provide effective irrigation service to the water users
- Recognize that this is a unique place-based landscape and means many things to the Tribes’, the water users, and the community at large
- Rehabilitate and Modernize the Irrigation Project in the Charlo Area. Plan-for water supply interconnections in adjacent areas. Distill the plan into a Water Management Operations Plan, which can be implemented by a range of personnel skill levels
- Maintain and Improve the level of service to water users
- All activities need to comply with the Settlement, including the requirement to support water conservation and pending changes in instream flows and river diversion allowances
- The planning outcomes must be communicable to the Tribes’, water users, and others in terms that can be readily understood
- Cost Management and Constructability are critical decision inputs
- Wetlands and Natural Resource impact avoidance are first-line approach; absent that Mitigation will be required. Early planning work needs to carefully consider quantification of re-allocated water and return flow re-use and losses to system
- Lateral and on-farm water measurement are key outcomes
- We are looking for a construction sequencing approach that will support local work force development and permitting efficiencies
